In 1953 the Expert Committee had come to a
curious conclusion: ethanol does not fit within
the addictive drug categories, and would be best
classified in a place of its own, somewhere between
the addictive and the habit-forming products."*
This statement—which today most would
consider to be incorrect—was needed then as a
sort of pharmacological explanation for the initial
exclusion of the problem of alcohol abuse
from the Committee's agenda. The omission was
sometimes justified also on the basis of perceived
differences between licit and illicit drug practices.
By 1967,' when the Committee's discussions
had expanded yet further afield into areas
pertaining to epidemiology and preventive programmes,
a recommendation was made that alcohol
misuse should be dealt with along with all
drug problems in a "combined" or integrated
approach.
Alcohol had acquired a significant priority in
the Committee's discussions by 1974, when the
landmark 20th Report was published. It was at
that session as well that nicotine was formally
recognized as a dependence-producing drug, although
the Committee decided not to accord
"specific attention" to it, because it did not cause
"major psychotoxic effects".
